Quick one before the board. I keep running into the same thing this week: the tenders everyone watches are almost a distraction from the lists that quietly decide who gets to bid at all. Prequalification season is on, and it's where the biggest money in the region is actually being sorted right now I broke it down in The Signal. Five open files below, two fresh awards, and a calendar heavier on PQ deadlines than usual. Worth a read even on the ones you can't bid yet.

1. 1200mm Sanitary Trunk Sewer — Kennedy Rd & Mayfield Rd, Brampton 2026-296T · Region of Peel · Closes Fri Aug 14, 12:00 PM ET Field: 5 plan takers. Est. value: ~$6M–$15M (estimate — large-diameter trunk sewer, Phase 2). This is Phase 2 of a 1200mm sanitary trunk (Project 15-2153) at a major intersection — deep, large-diameter, heavy staging and traffic management. Five takers isn't a quiet file; it's a gated one. Peel has been running open-cut (≥450mm) and microtunnelling prequalifications precisely so work like this goes to a pre-screened bench of deep-utility contractors. If you're on those lists, this is a thin, serious field. Worth bidding if: you're a prequalified deep-sewer contractor with 1200mm+ open-cut or tunnelling capacity and can carry the intersection MOT and staging without blowing the schedule.

2. Curtain Wall Window Replacement — 230 Advance Blvd, Brampton 2026-470T · Region of Peel · Closes Mon Aug 17, 12:00 PM ET Field: 20 plan takers. Est. value: ~$1M–$2.5M (estimate — commercial curtain-wall re-glazing). Full curtain-wall replacement on a municipal office building (Project 26701). Twenty takers is a healthy glazing crowd, which tells you this is real, buildable work but the differentiator won't be the glass, it'll be phasing an occupied building without shutting it down. Worth bidding if: you're a commercial glazing contractor with occupied-building experience and can sequence floor-by-floor. If you're a GC without in-house glazing, this is a sub's job — don't self-perform it to look competitive.

3. Powerline Rd West Environmental Assessment — Bethel Church Rd to Lynden Rd, Hamilton C11-02-26 · City of Hamilton · Closes Thu Aug 13, 3:00 PM ET Field: 9 plan takers. Est. value: ~$150K–$400K (estimate — Municipal Class EA study). A Class EA for a rural-to-urbanizing road corridor. Nine takers is a normal consulting field, and the usual suspects will be here the transportation-planning and environmental-engineering shops that carry Municipal Class EA credentials and Hamilton references. The tell on studies like this is always incumbency: whoever did the last corridor study in that ward has the relationships and the data. Worth bidding if: you're a mid-size engineering/planning consultancy with Class EA depth and a Hamilton project you can point to. This is also a foot in the door the EA names the consultant who'll be positioned for the design that follows.

4. Professional Forestry Services — Mississauga PRC005510 · City of Mississauga · Closes Wed Aug 19, 2:00 PM ET Field: 4 plan takers. Est. value: ~$250K–$700K (estimate — term contract, scope-dependent). An on-call urban forestry term contract inventory, pruning, removals, storm response. Four takers is a thin, specialist field: this is Davey / Asplundh territory plus the serious local arborist outfits, and the barrier to entry is qualified crews and TRAQ-certified staff, not price. Worth bidding if: you're a certified arborist firm with municipal-scale crews and equipment. A term contract like this is an annuity win it once and you're the default for years.

5. Wildcard: Compact & Mid-Size PHEV SUV Fleet Supply — Mississauga PRC005557 · City of Mississauga · Closes Tue Aug 25, 2:00 PM ET Field: 5 plan takers. Est. value: ~$1.2M–$3M (estimate — fleet order, unit count not posted). A straight supply-and-deliver for plug-in hybrid SUVs. Boring on the surface, but it's a signal: municipal fleets are electrifying by procurement, one buy at a time, and the vendors who win the early orders become the reference for the next five years of fleet turnover. Worth bidding if: you're a franchised dealer with PHEV allocation and municipal fleet delivery history. If you can't guarantee inventory against the delivery window, this is where you lose it allocation, not price, decides this one.

1. CityHousing Balcony Rehabilitation — 181 Jackson St W, Hamilton C18-04-26 · City of Hamilton Winner: Registon Building Restoration Ltd. (Mississauga) · Value: $776,000 Twenty-five bidders on one balcony-restoration job, and the top of the field was a photo finish Registon took it by $8,840, about 1.1%, over Revision Building Restoration ($784,840). Then the field detonated: bids ran to $3,017,844, nearly 4× the winner on identical scope. The read is clean. When two dozen restoration specialists show up, the real market price reveals itself at the bottom call it ~$780K here — and anything north of a million was a firm that didn't want the work or didn't sharpen the pencil. On balcony and envelope rehab in this region, the winning lane is tight and low. If your number starts with a one and a comma, you're not in it.

2. All-Season Grounds Maintenance — PAMA, Brampton (Peel) 2026-355T · Region of Peel Winner: SQM Janitorial Services Inc. (Mississauga) · Value: $43,955 A janitorial firm just won a grounds-maintenance contract low bid in an 18-bidder field. Second place (Snow Wrangler, $51,465) came in 14.6% higher, and the field ran all the way to $227,780 (Kingdom Landscaping), a better-than-5× spread on the same scope. On a job this small, that dispersion tells you most of the 18 never sharpened a pencil — they logged a number to stay on the vendor's radar. The one to watch is whether SQM's price holds up over a full season of actual work.

3. Cisco Data Centre Networking — Licensing & Support (Peel) 2026-406T · Region of Peel Winner: Bell Canada · Value: $478,048 Three of the biggest Cisco partners in the country, all inside 6.6% of each other. Bell took it by roughly $5,500 1.2% over OnX ($483,580), with CDW third at $509,804. When the line items are identical Cisco SKUs, there's nothing left to compete on but price and support terms, and the margin gets shaved to the bone. The lesson for resellers reading this: the box is a race to the bottom. The money is in the managed and support layer wrapped around it, not the hardware.

The Signal

The list closes before the tender opens

Scan this month's boards and a quieter story runs underneath the open tenders: prequalification. Peel is prequalifying construction management for the Stage 3 liquids and biosolids expansion at Clarkson WRRF one of the largest water projects in the region's pipeline. It's running an RFI for construction-manager-at-risk delivery on the Kennedy Road sanitary trunk sewer. It's prequalifying vendors for catch-basin cleaning and hydro-excavation. Mississauga is prequalifying a prime design consultant for a new community centre and library.

None of these are tenders you can bid today. They're gates. And once they close, the field for the real work the multimillion-dollar construction contract that follows is already fixed. If you're not on the list, you don't get the RFP. You won't even see it.

This is the part of public procurement that punishes contractors who only watch for open tenders. By the time a $40M water-plant expansion hits the street as a construction RFP, the bidders were chosen months earlier, in a prequalification most firms never noticed. The tender is the visible tip. The PQ is where the competition was actually decided.

The mechanics are deliberate. Municipalities use prequalification to screen for bonding capacity, safety record, and relevant project history before they'll hand over complex or high-risk work deep sewers, tunnelling, water treatment, occupied-building rehab. It protects them from unqualified low bidders. But it also means the winners are effectively chosen in two rounds, and the first round happens in silence.

The move is simple, and most contractors skip it: treat prequalifications as the real deadline. When a PQ opens in a category you work in, respond to it even if there's no dollar figure attached yet because the dollar figure is coming, and only the prequalified will get to chase it. Watch the PQ feed the way you watch the tender feed. Better: watch it harder, because the tender is public and the PQ is where the quiet contractors get in first.

The tender tells you what's for sale. The prequalification tells you who's allowed to buy.
