Wrote most of this one on a break at work, which feels about right for the theme. This week's board isn't flashy — it's pest control, roof inspections, and a golf course getting rebuilt one package at a time. But the awards tell you something the big jobs never do: on small work, half the field has no idea what the job is actually worth. Let's get into it.

A full maintenance-building rebuild on the Lakeview site — and it's not the only Lakeview package live right now (see the kitchen reno below, and the course restoration in The Calendar). Mississauga is quietly recapitalizing this entire property one contract at a time.

Est. value: $1M–$2.5M (estimate — municipal institutional build). Worth bidding if: you're a GC with municipal institutional experience and can carry the bonding. Fifteen takers is a moderate field, not a knife fight. And the shop that wins here gets site knowledge that pays off on the next two packages — that's the real prize.

2. Lakeview Golf Course — Kitchen Renovations City of Mississauga · PRC005375 · Closes Wed Aug 19, 2:00 PM · 42 plan takers

Commercial kitchen fit-out at the clubhouse. Smaller scope, and the field knows it — 42 plan takers is a stampede.

Est. value: $150K–$400K (estimate). Worth bidding if: you're a dedicated commercial-kitchen or fit-out shop with a genuine cost edge. Otherwise this is a skip. Forty-two firms on a sub-$400K job means the margin is already bid to the floor before you open the file.

3. Prime Consultant — Dave Anderychuk Mountain Arena Lifecycle Renewal & Building Repairs City of Hamilton · C11-36-26 · Closes Wed Aug 26, 3:00 PM · 10 plan takers

A consulting engagement, but read it as a forward signal. Lifecycle-renewal studies precede the construction tender by 6–12 months. If you're a mechanical, envelope, or GC shop, this is your early warning that a full arena reno is coming down the Hamilton pipe.

Est. value: $150K–$350K (estimate — consulting fee). Worth bidding if: you're a building-science, architecture, or engineering consultant. Everyone else: bookmark it and watch for the build.

4. Pest Control — Peel Region Long-Term Care Homes Region of Peel · 2026-255T · Closes Fri Aug 21, 12:00 PM · 15 plan takers

Multi-year, multi-site recurring service across Peel's LTC portfolio. There's a sitting incumbent here defending its book — assume you're bidding against a firm the client already trusts.

Est. value: $50K–$150K/yr (estimate). Worth bidding if: you're a licensed operator with healthcare/LTC protocol experience (IPAC compliance is the gate, not price). This is sticky annuity work — see The Signal. Win it once and you're the one being defended next cycle.

5. Peel HQ — EV Charging Station Accessibility Retrofit Region of Peel · 2026-390T · 7120 Hurontario, Mississauga · Closes Fri Aug 21, 12:00 PM · 18 plan takers → Wildcard

Accessibility (AODA) plus EV-charging infrastructure on an occupied regional HQ. Electrical, light site work, and compliance detailing, all while the building stays live.

Est. value: $200K–$600K (estimate). Worth bidding if: you're an electrical contractor with accessibility-retrofit experience on occupied sites. The occupied-building constraint thins the field to shops that can phase the work — that's your opening.

Park Picnic Shelter Repair & Restoration City of Mississauga · PRC005427 Winner: SQM Janitorial Services Inc. · $58,900 · 12 bids · 24 plan takers

Here's the one to study. The lowest bid — $46,745 from 2781203 Ontario Inc. — didn't win. SQM took it at $58,900 as the second-lowest. And look at the range on identical scope: bids ran from $46,745 all the way to $557,566. That's a 12x spread. On small repair-and-restoration work, half the field is flat-out guessing. If you're pricing shelters and getting smoked, it isn't always you — it's that nobody in this lane agrees what the work costs.

Annual Roof Safety System Inspections CityHousing Hamilton · C18-01-26 Winner: HITE Engineering Corporation · $16,800 · 7 bids

A 5.5x spread on a straightforward engineering inspection. HITE won at $16,800; Fishburn Sheridan priced the same scope at $92,130. When the winning number is barely a fifth of the top bid, the high bidders either don't want it or are loading it with risk the low bidders are waving off. Recurring inspection work like this renews annually — win it once and you're the incumbent everyone else has to unseat.

Playground Inspection & Repair Region of Peel — Peel Living Properties · 2026-169T Winner: Rec-Check Inspections Inc. (Brantford) · $81,892 · 2 bids · 7 plan takers

Seven firms pulled the documents. Two actually bid. Rec-Check won at $81,892 against a single competitor who flew a number in from Alberta ($109,500). Certified playground inspection is a thin specialist lane — the barrier is the CPSI certification, not the price. This is uncontested work hiding in plain sight, and it renews.

Sandgate Park — Various Improvements City of Mississauga · PRC005502 Winner: Mopal Construction Limited (Gormley) · $323,130 · 4 bids

A tight four-horse race: Mopal at $323K, Cambium $374K, Gerd Hermanns $381K, Lomco $419K. A 1.3x spread top to bottom — that's a disciplined field that knows exactly what park site work costs. If you bid Mississauga park-improvement jobs this size, the real number to beat sits right around the low $300s.

Everyone in this business is wired to chase the build. The arena reno, the envelope job, the fit-out — the work with a number big enough to make the quarter. But look at what actually closed and awarded this month, and a quieter pattern shows up: the contracts that renew.

This week Peel tendered multi-year pest control across its long-term care homes. The same portals awarded roof-safety inspections across a Hamilton housing portfolio and playground inspection-and-repair across dozens of Peel Living sites. None of it is glamorous. None of it makes a project photo. And that's exactly why it's worth your attention.

Recurring service work behaves differently from construction. A build ends — you win it, you deliver it, and you're back at zero bidding the next one. A service contract renews. The municipality doesn't re-tender every year if it doesn't have to; it extends. So the firm that wins the roof-inspection contract this year is the presumptive incumbent next year, and the year after. The client has to actively decide to lose you. That's a far stronger position than winning the biggest tender on the board.

The economics are underrated, too. Look at the playground award: seven firms pulled the documents, two bid. Certified inspection is a specialist lane with a real barrier — the certification, not the price — so the field stays thin and the margin survives. Now compare the picnic-shelter restoration that drew 24 plan takers and bids from $47K to $558K. One of those is a knife fight. The other is a quiet annuity.

Here's the play. You don't abandon construction — that's still where the big numbers live. But you build a floor under the business with the boring stuff. Pest control, inspections, grounds, small-repair term contracts. Multi-year, low-drama, renewal-heavy. The shops that make it through a slow winter usually aren't the ones who won the biggest job in August. They're the ones who also locked in the three-year contract nobody else bothered to price.

Chase the build. But own an annuity.
