Ontario Bid Brief — Issue 14

Short one this week. The board finally has real winter work on it, which is where The Signal goes, because the firms that treat snow and salt as an annuity are the ones still standing in February. Five open files worth your time and four awards worth reading, including one where the low bid lost and the reason is worth ten minutes of your Monday. Read it and tell me if I am calling any of these wrong.

1. Roof Remedial Work, Blocks A, B, C and D — Pinnacle View, 9 McClellan Road, Alton Peel Region Bids&Tenders 2026-200T · closes Fri Sep 18, 12:00 PM ET · 18 plan takers

Remedial roofing across four residential blocks on a Peel Living property. Estimated value $150K to $450K (estimate, based on comparable multi-block remedial work). Eighteen plan takers is a healthy field for straight roofing. Incumbent read: No single incumbent to name from the data in hand. Peel Living spreads roof remedial work across a rotating bench of roofers, so this is won on price and references, not on holding the account. Check the recent Peel awards before you commit an estimating day. Worth bidding if: you are a roofing contractor who can run four blocks on an occupied residential site and phase the work around tenants. This is bread and butter, not specialized, so the field will be tight and the margin will live in your production rate.

2. Two Park Washroom Renovations Mississauga PRC RFT-2026-0030 · closes Tue Sep 29, 2:00 PM ET

Renovation of two park washroom buildings. Estimated value $150K to $400K (estimate). Longest runway on the board this week, so there is time to walk both sites and price it properly. Incumbent read: No incumbent on a one-off reno like this. Mississauga runs small park building work through its general contractor pool, and the names that took picnic shelter and park improvement work this spring are the ones to beat. Worth bidding if: you are a small or mid-size GC who can self-perform concrete, plumbing and finishes or manage a tight sub list. Two separate buildings in one contract is the kind of job that rewards a shop that can run two crews without doubling overhead.

3. Prequalified Roster, IT Strategy and Technology Modernization Advisory Services Oakville RFSQ-9-2026 · closes Wed Sep 17, 2:00 PM ET · 55 plan takers

A prequalified roster for IT strategy and modernization advisory. No single contract value, this is a standing list the Town draws from as work comes up. Fifty five plan takers, which is exactly what you expect on a roster because getting on it is cheap insurance. Incumbent read: Rosters do not have an incumbent in the usual sense. They have a list, and if you are not on it you do not get the phone call when a project lands. This is the on-ramp, not the job. Worth bidding if: you do public sector IT advisory, digital strategy, or systems modernization. Even if you never draw a single assignment, being on the Oakville list is a credential you can point other municipalities to. Price the submission as marketing, not as billable work.

4. Supply and Delivery of Filter Media for City-Wide HVAC System Mississauga PRC PRC005452 · closes Tue Sep 15, 2:00 PM ET · 5 plan takers

Supply of filter media across Mississauga's building HVAC systems. Estimated value $50K to $150K per year (estimate). Five plan takers, which is a thin, specialist field for a recurring supply contract. Incumbent read: Recurring supply contracts almost always have a holder, and the current supplier is the name to unseat here. I do not have that name from the data in hand, so pull the prior award if you want to know who you are pricing against. Worth bidding if: you supply commercial HVAC filtration and can hold a service level across a city-wide portfolio. Thin fields on recurring supply are where a sharp price buys you years of reorders, so price it as an account you want to keep.

5. Prequalification, Window Replacement, MAU, DHW and Electrical Upgrade — Erindale Terrace Peel Region Bids&Tenders 2026-463PQ · closes Wed Sep 23, 12:00 PM ET

A prequalification for a multi-trade building upgrade at Erindale Terrace, covering window replacement, a make-up air unit, domestic hot water and an electrical upgrade. This is a gate, not a biddable tender yet. The construction contract that follows lands only for firms who make this list, and on scope this reads like a $1M to $3M build (estimate). Incumbent read: No incumbent, this is a prequalification. The whole point is to get on the shortlist before the tender posts, because by the time the construction package drops the field is already closed. Worth bidding if: you are a GC who can carry windows, mechanical and electrical under one roof, or a specialist who wants a seat when the real number gets tendered. Miss the PQ and you never see the job.

1. Parking Garage Retaining Stairwell Repair — Oakville Trafalgar Community Centre RFT-56-2026 · Town of Oakville → Gablie Construction Inc. · $80,900 · 7 bids from 32 plan takers

The one to read twice. Trinity Services was low at $72,000 and did not win. Gablie took it at $80,900. On a straight low-bid tender that almost always means the low number was ruled non-compliant, so compliance beat price by about eleven percent. The full field ran from $72,000 to $183,429, which is a 2.5x spread on the same concrete scope. When the spread is that wide on a small repair, it tells you half the field never read the drawings.

2. Targeted Wall Repair — Fletcher's View, 4 Sir Lou Drive, Brampton 2026-416T · Region of Peel → Global Forces Construction Corporation · $64,350 · 3 bids from 8 plan takers

Thin field on a small Peel Living envelope repair, and the low bid took it clean under $65,000. Global Forces at $64,350, Trinity at $70,875, Ecowall at $92,582. Note Trinity again, low on Oakville and second here on the same night. The gap from first to third was about 44 percent, which for targeted masonry repair is normal, because scope reading is where these jobs get priced right or wrong.

4. [PULL NEEDED — Hamilton] Annual Concrete Repairs C15-40-26 M · City of Hamilton → winner / value / bid spread pending your pull

Open the Awarded and Bids Submitted tabs on C15-40-26 and paste them. Hamilton core, 18 plan takers, concrete repair, the kind of file with a real spread. If either of these two comes back sealed, the backup is RFQ-18-2026 Crane Foundation at the Halton Fire Training Campus.

Look at the boards right now and one season is showing up early. Burlington tendered snow control for its parking lots and walkways. Oakville put out winter maintenance for stairs, walkways and trails. Durham posted two separate winter maintenance contracts for transit bus stops. And Durham is buying dissolved salt brine for its storage tanks, closing September 25, which is the region stocking up before the first storm. Four or five winter files across three municipalities, all landing in the last few weeks of summer.

Most grounds and landscaping firms get one thing wrong about this window. They are heads down finishing the current season and do not look up until November, by which point the municipal contracts are all awarded and locked for the winter. The work that carries a grounds business through January and February gets tendered in August and September, not December. If you are waiting for snow to think about snow, you are already a year late.

The strategic read is about contract structure, not just timing. Municipal winter contracts come in two shapes. Per-event pricing pays you every time you push, which looks great in a heavy winter and starves you in a mild one. Seasonal or fixed pricing pays you a set number no matter how many storms land, which is a bet on the weather that cuts both ways. The firms that win these and keep them read the historical event counts in the tender documents, price to the average winter and not the last bad one, and treat the contract as base revenue that keeps crews and equipment paid when construction and grounds work dries up.

That is the value of a municipal winter contract that a one-off job never gives you. It is predictable, it renews, and it fills the exact months your other work disappears. The contractors who understand that are not chasing snow. They are buying an annuity, and they are buying it right now while everyone else is still mowing.
