1. Snow Melting System Replacement, Wedgewood Court 2026-389T · Region of Peel · Closes Mon Sep 28, 12:00 PM · 11 plan takers
Replacement of the existing snow melting system at Wedgewood Court. A snow melt system only matters in winter, which puts a clock on any replacement.
Est. value: $150K to $450K (estimate, system type and heated area drive the number) Incumbent read: No award history for this site in our archive, and the original installer is not named in the posting. Treat it as an open field. Worth bidding if: you install or service hydronic or electric snow melt and can commission it on a municipal schedule. Eleven takers is a real field for specialty mechanical, so price the controls and tie-ins carefully. That is usually where these jobs move.
2. Janitorial Service, Various Peel Regional Police Facilities 2026-445P · Region of Peel · Closes Mon Oct 5, 12:00 PM · 22 plan takers
Cleaning across multiple police sites under one contract. This is a proposal call, so it gets scored on more than price.
Est. value: several hundred thousand dollars per year (estimate, site count and term are in the documents) Incumbent read: Nothing in our archive names the current provider. Twenty-two takers says most of the regional commercial cleaning firms are looking. Worth bidding if: you already clean multi-site institutional facilities and your staff can clear the background screening a police client will expect. Write the proposal around staffing continuity and supervision, since that is where proposal scores tend to separate.
3. Roof and RTU Replacement, Pat Quinn Parkdale Arena C13-11-26 · City of Hamilton · Closes Wed Oct 7, 3:00 PM · 13 plan takers
The title restricts this tender to prequalified contractors. Hamilton ran a roofing general contractor prequalification for its facilities this spring (C14-02-26, closed June 15), and this reads as one of the first jobs drawn from that list.
Est. value: $700K to $1.8M (estimate, arena roof area plus rooftop units) Incumbent read: Only firms on the prequalified roster can prime it. If you are off the list, your way in is as a sub. Worth bidding if: you are on Hamilton's roofing roster, or you are a mechanical contractor who can price rooftop units to the firms that are. The thirteen plan takers are your call list. The Signal below explains why this bundle deserves a mechanical shop's attention.
4. Gas Detection System Preventative and Demand Maintenance PRC005545 · City of Mississauga · Closes Wed Sep 30, 2:00 PM · 4 plan takers
A service contract covering scheduled maintenance plus call-outs on the city's gas detection systems.
Est. value: $50K to $200K over the term (estimate) Incumbent read: The current provider is not named in the posting. With four takers, it may well be one of them. Worth bidding if: you already service gas detection panels and sensors and can meet the response times in the documents. On contracts like this the call-out rates often decide the margin, so read that section closely.
5. 2026 Burnhamthorpe Road West Noise Wall Construction RFT-2026-0033 · City of Mississauga · Closes Wed Sep 30, 2:00 PM · 3 plan takers
New noise wall construction along Burnhamthorpe Road West, one document in the package.
Est. value: $300K to $1M (estimate, wall length and system type drive the number) Incumbent read: Nothing in our archive. Three takers is a thin field for a construction tender. Worth bidding if: you build fence, acoustic panel or precast wall systems and can manage roadside traffic control. This is the file for the fencing crews, and a field this small leaves room for a firm that has not worked for Mississauga before.
Just Awarded
1. Roof, RTU and Skylight Replacement, Phase 1, Burlington Central Branch Library ES-26-29 · City of Burlington → B&B Mechanical Services (Bagli Brothers Ltd.), Mississauga · $4,227,958.28 · 6 bids from 21 plan takers
Won by $18,582 over Anacond Contracting at $4,246,540. That is less than half a percent on a $4.2M job. The rest of the field ran Icon Restoration at $4,828,791, Koler Construction at $4,877,694, BBC Construction at $5,083,644 and MJK Construction at $5,480,159. Top to bottom, 29.6 percent.
The real story is who stayed out. At least eleven roofing contractors pulled the documents, including Flynn, Nortex, Trio and T.P. Crawford, and none of them submitted. A mechanical contractor primed a job with roofing first in the title. T.P. Crawford and Yelden both bid the Woodside library roof in Oakville that we covered in Issue 13. BBC bid that one too, at 2.8 times the winner. Here BBC finished 20 percent back.
2. Towne Square Revitalization, Oakville RFT-51-2026 · Town of Oakville → CRCE Construction Ltd, Concord · Awarded at $5,043,509.70 · 4 bids from 6 plan takers
CRCE's submitted bid was $7,523,739.36. The award is $2.48M lower, about a third below the tender price, and the notice does not say why. Check the council report before you use either figure as a benchmark.
Rutherford Contracting came in at $10,520,913, 40 percent over CRCE's bid. Aldershot Landscape Contractors of Burlington, the local firm in the field, was high at $13,165,078, 75 percent over. Pine Valley bid $9,219,666 and was marked non-compliant, which would otherwise have put it second. Gateman-Milloy and Hawkins pulled documents and stayed out. Oakville also awarded a separate hoarding supply package for the same project under RFQ-2-2026.
3. Concrete Surfaces and Curbs, Various Bus Stop Locations T-603-2026 · Region of Durham → Aqua Tech Solutions Inc, Schomberg · $387,404.60 · 7 bids from 9 plan takers
Seven of nine plan takers bid, a high conversion for a small concrete job. D Rock Paving was second at $420,979, 8.7 percent back. Behind them: IPAC Paving at $500,346, Emmacon at $523,501, Kon-Strutt at $671,510, Lancoa at $793,479 and Forest Contractors at $883,530. The high bid was 2.28 times the winner on the same pricing form. Epic Paving and GIP pulled documents and passed.
This is bus stop pad and curb work on Durham's transit network, the same network that went to market for winter maintenance this summer.
4. Clubhouse Building Renovation, Braeben Golf Course, Mississauga PRC005270 · City of Mississauga → Joe Pace & Sons Contracting Inc, Toronto · Value not published · 9 bids from 45 plan takers
Mississauga posted the bidder list without amounts, so there is no spread to read here. The field still says plenty. Forty-five firms pulled documents and nine bid, a 20 percent conversion. The bidders were Construction Solutions ASI, FIKO Projects, Icon Builders, Icon Restoration, Joe Pace, Maracon, MJK, PAC Building Group and Quad Pro.
Look at who pulled and walked. Adeli and STF, first and second on Hamilton's 240 Burlington Street re-clad in Issue 7, took documents and did not bid. So did BBC and Anacond, both bidders on the Burlington library above. Icon Restoration and MJK bid both jobs. Mississauga's golf properties keep coming back to market, with Lakeview running three packages at once back in Issue 11.
The Signal
When the roof and the rooftop units ship together, ask who can carry both
Burlington tendered its Central Library roof, rooftop units and skylights as one package. Twenty-one firms pulled the documents. At least eleven were roofing contractors. Not one roofer submitted a price.
The job went to B&B Mechanical at $4.2M, and the other five bids came from general contractors and restoration firms. Roofing came first in the title and last in the bidding.
There are practical reasons for that. A bundled package makes the prime carry every trade, with bonding sized to the whole contract and warranty exposure on scope the firm does not self-perform. A roofing contractor comfortable at $800K may not want to stand behind $4M of mechanical and glazing work, and many would rather sub to whoever primes. A mechanical contractor looks at the same package and sees the most expensive scope, the rooftop units, already in its own hands.
Hamilton just put the same kind of bundle on the street at Pat Quinn Parkdale Arena, with one difference. That tender is limited to firms prequalified as roofing general contractors. On that job the roofer has to prime and has to buy the mechanical scope from somebody.
That changes who should be paying attention. If you are a mechanical contractor with rooftop unit experience in Hamilton, the thirteen plan takers on C13-11-26 are a short list of firms who need a number from you before October 7. Call them early. Primes tend to lock their sub pricing well before closing day.
If you are a roofer on Hamilton's roster, the Burlington result deserves a second read. The mechanical line is where a bundled job gets won or lost, and first and second there were separated by less than half a percent. Get firm unit pricing from at least two mechanical subs before you commit to a number.
The habit worth building is simple. When a title bundles trades, treat it as a question about who can carry the whole package. The answer tells you whether to chase the prime seat or chase the primes.
