The boards turned toward fall this week. Next season's grass cutting is already out for bid, and the building systems contracts are lining up ahead of the cold. York Region makes its first appearance too, because the usual seven boards ran thin. Five open files and four awards below.

Open This Week

1. Interior Acoustic Renovation, Peel Regional Police 11 Division, Mississauga Region of Peel · 2026-569T · closes Thu Oct 22, 12:00 PM ET · 3 plan takers

An interior acoustic renovation at the 11 Division station, 3030 Erin Mills Parkway.

Estimated value: $100K to $400K (estimate)

Incumbent read: the last job in this building never hit the open board. In Issue 6 we reported the 11 Division female locker room expansion, a directed award to Stracor at $194,748.88. This one is an open tender, and only three firms had the documents when we pulled it. Stracor already knows the building's access and security rules, so check the plan taker list for their name before you commit to pricing.

Worth bidding if: you run interior GC or ceiling and wall crews that can work inside an occupied, secure facility. Three plan takers with more than three weeks of runway is a thin room for a police file. The Capston renovation we ran last week had 42.

2. Landscape Maintenance Services for Natural Areas, Mississauga City of Mississauga · PRC005580 · closes Fri Oct 9, 2:00 PM ET · 14 plan takers

Maintenance of the city's natural areas, tendered separately from its general landscape work.

Estimated value: $100K to $500K over the term (estimate)

Incumbent read: none in our data. Mississauga's city-wide landscape maintenance contract went out this spring and drew 50 plan takers. Natural areas work is a narrower trade, so expect a smaller and more specialized field.

Worth bidding if: your crews already handle invasive species control or restoration planting care. The city is buying next season's work now, while most landscapers are still finishing this one.

3. Grass Cutting and Boulevard Maintenance, City of Pickering Region of Durham · T-479-2026 · closes Tue Oct 20, 2:00 PM ET · 12 plan takers

Grass cutting and boulevard maintenance for the Region of Durham within Pickering.

Estimated value: $75K to $300K over the term (estimate)

Incumbent read: none in our data, but read the winter award below first. Four Durham firms pulled the Region's winter maintenance contract this summer, and none of them bid. That was a three-table regional contract. This one covers Pickering alone, which is a far better fit for a local crew.

Worth bidding if: you run a mowing crew in Pickering or Ajax and want Regional work booked for next season. It closes Oct 20, which leaves time to price it properly.

4. Sheridan Villa Long Term Care Decarbonization Upgrade Region of Peel · 2026-093P · Project 25101 · closes Mon Oct 5, 12:00 PM ET · 26 plan takers

A decarbonization upgrade at one of Peel's long-term care homes, issued as a proposal call.

Estimated value: $1.5M to $4M (estimate, above our usual range)

Incumbent read: none in our data. Peel's long-term care homes are working through their building systems. Vera Davis, which we ran in Issue 13, now closes Oct 15 (see the Calendar).

Worth bidding if: you're a mechanical contractor with heating plant or controls experience in occupied healthcare. Six days is short for a proposal. If you are not already on it, call the firms on the plan taker list and offer a mechanical or electrical number.

5. Electrical Maintenance and Emergency Repairs, York Region Water and Wastewater Facilities Regional Municipality of York · RFT-3651-26 · closes Thu Oct 8, 1:00 PM ET · 12 plan takers

Service and emergency repair work on the electrical utility equipment at York's water and wastewater plants.

Estimated value: $200K to $800K over the term (estimate)

Incumbent read: none in our data. This is the first York Region file in OBB. It was the only file on York's board in our lane this week.

Worth bidding if: your shop maintains and tests utility-grade service equipment and can answer an emergency call at a treatment plant. Most residential and light commercial electricians will struggle to qualify on this one.

Woodland Risk Mitigation, City of Burlington City of Burlington · RFT-26-332 · closed Sep 11 · 7 plan takers, 5 bids Winner: Kodiak Tree Services (Caledonia) · $47,541.36

Arborwood Tree Services of Smithville was second at $55,141.01, 16 percent back. Maple Hill Tree Services, the only Burlington firm to bid, was third at $64,086.75. Then the room split wide open. Diamond Tree Care of Halton Hills came in at $120,533.71, and Davey Tree priced the same woodland at $179,485.81, 3.8 times the winner. The two lowest bids came from south of Hamilton, and the biggest name in the room was the highest. Five of seven plan takers bid, a 71 percent conversion. McFarlan Tree Care of Burlington pulled the documents and passed. On a job this size, overhead shows up in the number.

Winter Maintenance, Regional Municipality of Durham Region of Durham · T-228-2026 · closed Jul 6 · 28 plan takers, 6 bids Winner: A & G The Road Cleaners (Bolton) · low on all three tables · $4,354,282 combined

Durham split this contract into three geographic tables, and A & G was low on every one of them. It priced Ajax and Pickering at $1,123,420 and Oshawa and Whitby at $1,622,330. The rural depots at Orono, Scugog and Sunderland came in at $1,608,532. The closest challenger changed from table to table. Marquee Landscapes was 13.1 percent back in Ajax and Pickering, and Rafat General Contractor sat just $440.80 behind Marquee. Melrose Paving was 10.3 percent back in Oshawa and Whitby. On the rural table Rafat was 15.9 percent back, and only four firms priced it, because Marquee and Melrose entered nothing there. Six of 28 plan takers bid. Four Durham firms pulled the documents and none bid, and every bidder came from outside the Region. It's the same pattern as the Ajax roof in Issue 17, and it's the opening on pick 3.

Preventative and Demand Maintenance, All City Roofs, Mississauga City of Mississauga · PRC005179 · closed Apr 13 · 27 plan takers, 11 bids Winner: Sproule Specialty Roofing (Etobicoke) · value not published

Mississauga posted the bidder list but no amounts, so the field is the story. Eleven of 27 plan takers bid, 41 percent, which is a crowded room for a maintenance contract. Tectra and Nortex both bid here, and both bid the Ajax roof in Issue 17. Cordeiro Roofing, second on that Ajax job by $7,678, pulled this one and passed. So did Stybek, which won Oakville's Woodside library roof in Issue 13. The only bidders from outside Toronto and Peel were D.C. United of Barrie and George Roque of Hamilton. Sproule now holds the call on every city roof for the length of the contract. More on why that matters in The Signal.

Preventative and Demand Maintenance, Pool and Arena Dehumidifiers, Mississauga City of Mississauga · PRC005407 · closed May 28 · 13 plan takers, 4 bids Winner: Bird Infrastructure (Newmarket) · value not published

Four bids from 13 plan takers, a 31 percent conversion. The losing bids came from Carmichael Engineering and Superior Air Systems. CIMCO Refrigeration, the Toromont division and a familiar name in arena ice plants, also bid and lost. Nine firms walked, including Black Creek Mechanical and Clauger. Dehumidification sits between HVAC and refrigeration, and the plan taker list pulled from both trades. With arena season starting, Bird is the firm inside those mechanical rooms this winter.

The service contract writes the next tender

Two of this week's awards will never make a project photo. Sproule Specialty Roofing now holds preventative and demand maintenance on every City of Mississauga roof. Bird Infrastructure holds the same kind of contract on the city's pool and arena dehumidifiers. Neither award came with a published dollar figure, and most contractors will scroll right past both.

Look at what a maintenance contract actually puts in a firm's hands. A PM crew is typically on the roof in spring and again in fall. They take the leak call in January. They see which units are running past their service life and which membranes are close to done. Their reports land with the facilities staff who build next year's capital list.

When that roof or that dehumidifier finally goes to tender as a replacement, one firm on the plan taker list has already been up there many times. They know the access and the existing conditions, and the facilities staff already know their name. Everyone else is reading the drawings for the first time.

That is how to read a maintenance award. Eleven roofers bid Mississauga's roof contract this spring, 41 percent of the firms that pulled it. That is a crowded room for service work, and the likely reason is what comes after it. The dehumidifier contract drew four bids, and nine firms looked at it and walked.

Sheridan Villa, pick 4 this week, shows the capital side. Peel is running a decarbonization upgrade at a long-term care home, and 26 firms have the documents. Somebody has been servicing that equipment for years, and that firm knows more about the building than any drawing set.

For a mechanical or roofing shop, the move is to treat the next maintenance tender as the way into a building's capital work, and to use every service call to learn the asset. For a sub, find out who holds the PM contract at a facility before its capital job posts. That firm starts the race with the best information in the room.

Next time Mississauga tenders an arena dehumidifier replacement, check whether Bird is on the plan taker list.
