This is the first issue with Toronto and Niagara in the weekly pull. A lot of you came in through groups in those regions, and this week's board leans that way because that is where the work was. The awards carry the story. A Niagara stairs and ramp job drew nine bids, and the high number was almost nine times the winner's.

Open This Week

1. SAEO Amalgamation Renovation, 200 Division Street Niagara Region · 2026-T-135 · closes Thu Nov 12, 2:00 PM ET · 6 plan takers

Niagara Region is renovating 200 Division Street to bring its SAEO offices, the Region's social assistance division, together in one building. Twelve documents are posted, which points to a full interior package with drawings across several trades.

Estimated value: $300K to $900K (estimate, confirm scope in the documents)

Incumbent read: this is the second amalgamation Niagara has tendered this year. The first, combining public health and business licensing at 7835 McLeod Road, went to Serianni Construction of Welland at $198,000 in July (full results below). Six of seven plan takers bid that job and every bidder was a Niagara firm. Expect the same names here. Serianni, SA Construction, King Contractors, Merit, Stolk and Claymore have all priced office fit-out work for this owner.

Worth bidding if: you are a GC or fit-out contractor who can carry municipal office work in Niagara and price within a few percent of the local field. The McLeod job was decided by $4,680. Six plan takers with more than three weeks of runway leaves room for an outside firm, but only one that prices like a local.

2. Mechanical and Lighting Renewal at Six Outdoor Pools, Mississauga City of Mississauga · PRC005612 · closes Fri Nov 6, 2:00 PM ET · 1 plan taker

Mississauga wants a general contractor to renew mechanical and lighting systems at six outdoor pools. Fourteen documents are posted. Outdoor pools sit empty from September to June, so this is off-season work timed to finish before opening day.

Estimated value: $800K to $2M (estimate, six sites, confirm the scope split in the documents)

Incumbent read: Mississauga ran the structural side of this program earlier in the year. Canada Construction won the three-pool structural renewal (PRC005516), which we covered in Issue 12, and only three firms bid it. Pool mechanical is specialist work, and many GCs pass when they cannot line up a pool sub they trust.

Worth bidding if: you are a GC with a pool mechanical sub lined up, or a mechanical contractor able to prime. One plan taker with almost three weeks to go is the emptiest room on any board this week. For subs, Canada Construction is an obvious call to make, since it already knows how Mississauga runs its pool program.

3. Beachway Showers Structural Repairs, Burlington City of Burlington · ES-26-47 · closes Fri Oct 30, 2:00 PM ET · 5 plan takers

Structural repairs to the shower facilities at Beachway Park. Five documents are posted. Expect concrete repair work in a lakefront setting that is hard on concrete.

Estimated value: $50K to $250K (estimate)

Incumbent read: our archive has no prior award for this building. The closest comparison this week is Halton's grey water tank concrete rehab in the awards below, where eight firms bid and a North York restoration contractor won at $144,400. Five plan takers with ten days left is a short list for a Burlington job.

Worth bidding if: you run a concrete repair or restoration crew and can mobilize before freeze-up. Read the documents for the work window. Lakefront park jobs usually have to wrap before the beach season reopens, which favours a crew that can start now.

4. Dunkip Park and Six Points Park Expansion, Toronto City of Toronto · Doc5870371240 · closes Tue Nov 10 · posted Fri Oct 16

Toronto's Parks, Forestry and Recreation division is tendering construction for two park expansions in one contract. It went up Friday, so you are seeing it in its first days on the board.

Estimated value: $1M to $3M (estimate, two sites, confirm in the documents)

Incumbent read: Toronto posts the winner and the amount but not the bid list, so the field read comes from recent awards. Parks awarded Fountainhead Park to Joe Pace and Sons at $8,611,540 on Sep 30. That tender was open only to firms prequalified under a city supplier list. Joe Pace also won the Braeben clubhouse renovation in Mississauga, which we covered in Issue 16. In September, Midome Construction took the Mercer Street streetscaping for $1,000,800. The Dunkip title carries no prequalification limit the way Fountainhead's did, but check the bidder requirements before you start an estimate.

Worth bidding if: you are a landscape construction or park GC with municipal references and the bonding for a seven-figure job. Toronto's fair wage policy applies to city construction contracts, so price your labour to the schedule. For hardscape and planting subs, the play is finding the GCs pricing it and getting your number to them early.

5. Expanded Storage Facility, Halton Waste Management Site Halton Region · T-751-26 · closes Tue Nov 3, 2:00 PM ET · 5 plan takers

Halton is adding storage capacity at its waste management site in Milton. Six documents are posted. Read the drawings to see whether this is a new building or an addition to an existing one.

Estimated value: $500K to $2M (estimate, confirm in the documents)

Incumbent read: this site has been busy. In August, BBC Construction of North York won the grey water tank concrete rehab here at $144,400, beating seven other bidders (full entry below). Halton also awarded a landfill gas collection expansion at the site in September. A contractor who has already worked the site knows the site rules and the operating hours, and that shows up in the price.

Worth bidding if: you are a GC or pre-engineered building contractor comfortable on an active waste site. Five plan takers is a small room for a building job. Halton posts only the winner and the value afterward, so you will not get to see the losing numbers if you miss.

Just Awarded

Wooden Stairs and Ramp Replacement, Humberstone and Niagara Road 12 Landfills Niagara Region · 2026-T-103 · closed Tue Aug 11 · 35 plan takers, 9 bids

Winner: FILD Group, Mississauga · $68,310

Baiocco Construction of Hamilton was second at $87,801, 28.5 percent back. Then came Claymore Project Management at $122,458, Thompson Construction at $149,673, SA Construction at $187,072, BBC Construction at $298,800 and Backcountry Excavating at $443,071. The high bid came from MJ.K. Construction of Mississauga at $612,965, almost nine times the winner. Synerex submitted with no price posted.

MJ.K. also put in the high bid on Peel's HQ EV charging job in Issue 20, at 2.7 times the winner. Thirty-five firms pulled these documents, including landscapers, fencers, masons and restoration companies. When a job is plain carpentry, every trade thinks it can do the work, and nobody agrees on what it costs.

Public Health and Business Licensing Amalgamation, 7835 McLeod Road Niagara Region · 2026-T-93 · closed Mon Jul 13 · 7 plan takers, 6 bids

Winner: Serianni Construction Ltd., Welland · $198,000

SA Construction of Fonthill was second at $202,680.50, just $4,680.50 back, or 2.4 percent. King Contractors of Niagara followed at $217,358, then Merit Contractors Niagara at $253,880, Stolk Construction at $273,570 and Claymore Project Management at $340,890. The high bid was 1.72 times the winner.

Six of seven plan takers bid, and all six are Niagara firms. Hall Construction of Stoney Creek was the only outside firm to pull the documents, and it passed. Compare that with the stairs job above. A Regional office fit-out drew a tight local field, while simple carpentry drew everyone. The next amalgamation, at 200 Division Street, is open now as pick 1.

Grey Water Tank Concrete Rehabilitation, Halton Waste Management Site, Milton Halton Region · T-740-26 · closed Tue Aug 18 · 18 plan takers, 8 bids

Winner: BBC Construction, North York · $144,400

Halton posts the winner and the value but not the losing numbers. The other bidders were Arenes Construction, Edge Group, Myman Construction, Perenniall Landscaping, Rooterworx, Tarpon Contracting and TruGrp.

BBC is a name regular readers know. It bid the Burlington Central Library roof in Issue 16 and pulled the Braeben clubhouse documents without bidding. The same month it won this job, it bid $298,800 on the Niagara stairs above and finished sixth of eight priced bids. Aqua Tech Solutions, who won Durham's bus stop concrete in Issue 16, pulled these documents and passed.

Winter and Summer Grounds Maintenance Roster, Niagara Region Facilities Niagara Region · 2026-RFSQ-98 · closed Mon Jul 27 · 25 plan takers, 14 submissions

Awarded: six firms · No values posted

This is a roster, so Niagara picked a bench instead of a single winner. The six on it are Rynberk Landscape Contractors (Welland), Total Land Care Services (St. Catharines), CSL Group (Ancaster), Snips Landscape and Nursery (Fenwick), Oakridge Group (Hannon) and Forest Ridge Landscaping (Mount Albert). Eight firms submitted and missed, including Buist Landscaping, Griffin Landscape Management, Parkway Contracting and a property services firm from Calgary.

Half the roster comes from outside Niagara, two from the Hamilton area and one from Mount Albert. Marquee Landscapes of Burlington, who won Oakville's leaf collection in Issue 19, pulled the documents and did not submit. Roster money arrives through call-ups over the term, one job at a time. If you missed this one, find out when the term ends and be ready for the next call.

The Signal

Read the last award at the same address

Three of this week's open files sit at an address or in a program where the same owner awarded work in the last four months. Most estimators price each tender as if it arrived from nowhere. The Awarded tab says otherwise.

Start with Niagara. The Region is folding departments into shared offices, and the first job, at McLeod Road, closed in July. Six firms bid it. All six were from Niagara, and the top two finished $4,680 apart. Now 200 Division Street is on the board with six plan takers. That July result tells an outside GC what it is walking into before it opens a drawing. The local field is deep and prices within a few percent of itself, so a firm from Mississauga or Hamilton needs a real cost advantage to win there.

Halton's waste management site shows the other side. BBC Construction won the grey water tanks there in August against seven other bidders from across the GTA. Now the Region wants expanded storage at the same site, and five firms have the documents. A contractor who has already badged in and worked around the site's operations carries less risk into its number. On a job this size, that is worth real money, and BBC is the first name to watch.

Mississauga's pools come at it from a different angle. The structural renewal drew three bids. The mechanical and lighting renewal across six pools has one plan taker. Both packages in the program are thin, which tells you the bench of firms willing to do municipal pool work is short. A credible bidder there will face very little competition.

The habit costs nothing. Before you price any municipal job, open the owner's Awarded tab and search the address, the building name and the program. If a related job closed in the last year, read the bid list. Note who bid and how tight the top two were. Then check who pulled the documents and walked away.

Every awarded file is public. Very few estimators read one before pricing the next.
