Peel's police portfolio is having a moment. Between the design contracts that landed this spring and what's open right now, the Region is quietly running a multi-site facility overhaul — and most of it is sub-$2M work a mid-sized shop can actually win. A separate prequal for foundation/ramp/walkway work at the same building (2026-396PQ) is open in parallel. Worth bidding if: you're a GC comfortable in an occupied, security-sensitive facility. Nine takers is a real opening for road work of this size — the field is small because the clearance bar filters tourists.
2. Operational Resurfacing — Various Streets, Wards 1 & 6 C15-12-26 H · City of Hamilton · Closes Wed Jul 15, 3:00 PM ET Field: 6 plan takers. Est. value: ~$400K–$1.2M (estimate). Worth bidding if: you're a paving contractor with municipal resurfacing history. Six takers on a straightforward mill-and-pave is a genuinely light field — Hamilton runs these constantly, so a win here is a foot in the door for the rest of the season.
3. Website Performance Management Solution 2026-343P · Region of Peel · Closes Thu Jul 16, 12:00 PM ET Field: 13 plan takers. Est. value: ~$100K–$400K (estimate). Worth bidding if: you're a SaaS or web-performance vendor. This is an RFP (best-value proposal), not a low-bid tender — methodology, uptime guarantees, and public-sector references beat price here. Incumbent unknown from the data; treat as open.
4. Encampment Clean Up Services PRC005462 · City of Mississauga · Closes Fri Jul 17, 2:00 PM ET Field: 19 plan takers. Est. value: ~$150K–$600K (estimate). Worth bidding if: you run environmental cleanup / remediation / hazardous-material crews with WSIB standing and documented sensitivity protocols. Recurring-service potential makes the margin better than the headline number suggests. Nineteen takers means price discipline matters.
5. Barn Manager Services — Hamilton Police Service (wildcard) C9-04-26 · City of Hamilton · Closes Mon Jul 20, 3:00 PM ET Field: 0 plan takers. Est. value: <$100K/yr (estimate). Worth bidding if: you run equine operations. Yes, the mounted unit needs a barn manager. Zero plan takers means literally no one is watching this — the definition of an uncontested bid. Niche, small, but wide open.

Architectural Services — Interior Renovation, Peel Police HQ, 7150 Mississauga Rd 2026-133P · Region of Peel → WZMH Architects (Toronto) · $98,940 · awarded Jun 2, 2026 A design award is a leading indicator, and a 14-month engagement means the drawings won't be finished until well into 2027 — the HQ construction tenders trail behind that. WZMH is a heavyweight; Peel isn't cutting corners on the design, which tells you the build behind it is real money. Position now, not when the construction RFP posts.
11 Division Female Lock Room Expansion — 3030 Erin Mills Pkwy 2026-361N · Region of Peel → Stracor Inc · $194,748.88 · awarded May 22, 2026 Note the mechanism: this was a directed award (limited solicitation, DN over $100K), not an open tender. Peel Police went straight to Stracor. Sub-$200K division work is moving without ever hitting the open portal — which means being on Peel's directed-vendor radar beats refreshing the bid list.
Modernized Peel Asset Locator Solution 2026-413N · Region of Peel → VertiGIS North America · value undisclosed (directed award, >$100K) · awarded Jun 29, 2026 Another directed award — Peel's GIS/asset-tech modernization handed to a specialist without open competition. For IT vendors the lesson is the same as the trades side: VOR standing and relationships win this class of work, not portal-watching.
Exterior Re-cladding — 240 Burlington St E, Hamilton C13-16-26 · City of Hamilton → Adeli Construction Management Inc (Mississauga) · $328,795 · awarded Jun 29, 2026 The bid math here is the story. Seven compliant bids, and the spread was staggering: Adeli won at $328,795 while the top bid came in at $995,325 — 3× the winner on identical scope. Second place (STF, a Hamilton local) sat at $422,551, a $94K gap back. If you price envelope work in Hamilton, the winning lane on a job like this is under $400K, full stop. And a Mississauga firm took it — geography didn't protect the locals.
The Signal — Peel is running a police-facility overhaul in plain sight
If you only read one thing this week, read the addresses.
Right now, open on the Peel portal: interior renovations at 180 Derry Rd E, a parallel prequal for foundation waterproofing, ramp and walkway work at that same building, interior/exterior renovations at 12 Division on Dixie Road, an arc-flash and protective-device study across multiple police facilities, and all-season grounds maintenance across the police portfolio. Five live procurements, one buyer, one facility class.
Now look at what already closed this spring. Architectural services for an interior renovation at police headquarters on Mississauga Road. Electrical engineering for a full electrical-system revitalization at that same headquarters. A female lock-room expansion at 11 Division on Erin Mills. Water-feature maintenance at HQ. That's not a coincidence — it's a capital program with a paper trail.
Here's the read most bidders will miss. The two headquarters awards from April — architecture and electrical engineering — are design-phase contracts. Design gets procured first; construction follows once drawings are done, typically 6 to 12 months later. Which means the actual HQ revitalization construction tenders — the big-dollar work — haven't hit the portal yet. They're coming. The firms that win those won't be the ones who see the construction RFP in Q1 2027; they'll be the ones who noticed the design awards this spring and started building relationships and division-specific past-performance now.
And there's a second tell in the awards. Two of the recent Peel Police contracts — the 11 Division lock-room expansion and the asset-locator platform — were directed awards, handed out through limited solicitation rather than open competition. That means a real slice of this program never touches the public portal at all. Watching bidsandtenders is necessary but not sufficient; the vendors already inside Peel's directed-award orbit are catching work the rest of the field never sees posted.
The tactical takeaway isn't "bid the reno at 180 Derry." It's that Peel Regional Police has become a program buyer, not a one-off buyer, across at least four facilities — HQ, 11 Division, 12 Division, and Derry Road. Position for the program: get on the prequal lists, get security-cleared, and get a division reference on the board. One clean win on a small facility contract is the credential that gets you shortlisted on the ones that matter.
